Updated App

Updated app to implement Serilog logging functionality.
Added GetAppFolder()
Changed GetSettingsPath() to use GetAppFolder()
Removed all Console.WriteLine() and replaed with Logger functions.
Created SetupLogger(), to log to both Console, and a Log file.
